Public management development through internal control: a Mexico-Spain comparative lecture

The internal control system may play a significative role to assure Collections efficiency and integrity in public management, nevertheless, its eminently bureaucratic design (Weber) maybe contribute more to inertia and corruption.Based on a critic analysis of internal control systems in Spain and Mexico this paper proposes five SNAPS! paths to build a post-bureaucratic model which contribute for the public administration development.
